The link below is published in accordance with the Consolidated Appropriations Act (CAA) Transparency in Coverage Rule, requiring publication of machine-readable files. The files are being hosted by our medical benefit administrator and can be accessed at the link included below.

By way of background: the Transparency in Coverage Rule was initially issued in 2020. This requires health plans (technically employers) to post machine-readable files for in-network, out-of-network, and prescription drug costs to a public website by 1/1/2022. The in-network and out-of-network requirements were delayed to 7/1/2022 and the prescription drug files were delayed indefinitely. Although the compliance burden of publishing these files is technically on each employer, most carriers (including Highmark and CBC) are taking care of creating, publishing, and updating these files monthly to help their clients stay in compliance with this regulation. Currently, these vendors are not charging customers separate fees for this service.
The files published will be in approved machine-readable formats, which are large in size and designed to be ingested by machines/queries, not members. As such, although we recommend posting these links to your public website to ensure compliance with the regulations, we do not recommend sending communication to your members regarding these files. The CAA has future transparency requirements that are intended for members, but the machine-readable files are not.Health Insurance Resources
